Winrock is building a global roster of experts in climate finance, policy, and planning with global and local expertise to meet the evolving needs of our clients. We strongly encourage applications from experts with multilingual capabilities, experience implementing climate finance projects, and country-specific and/or regional knowledge in Africa, Asia and the Pacific, Eastern Europe, Central Asia, and Latin America and the Caribbean. Responsibilities • Demonstrate expertise in one or more of the Climate Finance Areas of Expertise. • Conduct high-level assessments of location-specific physical risks and transition risks. • Integrate climate change risks into context-specific development strategies and plans. • Analyze context-specific drivers of fragility in targeted countries or regions. • Enhance capabilities of country stakeholders to access, gather, and analyze relevant climate data. • Conduct evaluations of climate mitigation projects, including carbon accounting. • Conduct training sessions and workshops in climate finance mechanisms. • Build comprehensive systems that support climate finance. • Assess existing national regulations to remove barriers for private sector engagement. • Structure, implement, or evaluate projects using various financial instruments. • Develop insurance products and risk transfer mechanisms for climate projects. • Design and assess jurisdiction-level policies for delivering climate finance. • Develop monitoring and evaluation frameworks for climate finance projects. Requirements • Fluency in English (spoken and written). • Expertise in one or more Climate Finance Areas of Expertise. • Experience implementing climate finance projects. • Country-specific and/or regional knowledge in relevant areas. • Demonstrated ability to work with international climate funds and donors. • Strong writing ability for reports and proposals. • Ability to develop or implement climate plans and policies. • Ability to build and enhance institutional capacity. • At least 5 years of relevant professional experience in an international setting. • Ability to adapt and work independently or as part of a team. • Excellent communication skills in multi-cultural environments. • Previous experience working as a consultant remotely. Nice-to-haves • Knowledge of additional languages is highly desirable. • Experience with climate risk reduction and disaster resilience. • Experience in climate-sensitive public health systems. • Experience in climate-smart agriculture and resilient food systems. • Experience in sustainable water resource management. • Experience in climate-resilient infrastructure and urban resilience planning. • Experience in conservation finance and forest management. • Experience in scaling low-carbon energy access. • Experience in sustainable urban planning and waste management. • Experience in energy efficiency and policy frameworks for energy savings. • Experience in sustainable forestry and land restoration.
