If you are well versed in accounting and budgeting principles, practices and automated financial transactions systems, as well as have key management and leadership skills, effective communicator and able to communicate with all levels of employees and management, we welcome you to take on a key role in our team as the (Division Coordinator, Operations and Policy Analyst 3, Office of Financial Services) for the Oregon Department of Human Services (ODHS). Responsibilities • Act as the liaison for OFS working closely with key stakeholders in the development of new systems. • Provide consultative advice on the administrative, policy, programmatic and financial management aspects of the Departments. • Collaborate with stakeholders to evaluate programs, services, and systems; identify potential risks and difficulties; and develop detailed plans, goals, and objectives for long-range implementation. • Interpret complex regulations that impact financial processes. • Adapt new policies and procedures to align the implementation of an automated transaction based financial application. • Translate business needs into accounting and budgetary infrastructure requirements. • Analyze and proactively initiate corrective actions to resolve difficult and unusual accounting and reporting issues. • Assure financial compliance with established legislative statutes, GAAP and budgetary accounting. • Ensure integration with all appropriate financial management sub-systems and external systems. • Evaluate, document and map current and future business operations, processes, and services. • Monitor and track performance metrics. • Balance various conflicting priorities and needs to develop a comprehensive and responsive action plan. • Chair and/or serve on task forces, committees, and work groups to reach consensus and gain agreement with stakeholders. • Present recommendations/proposals orally and/or in writing. Requirements • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills. • Four years professional-level evaluative, analytical and planning work, OR any combination of experience and education equivalent to seven years of experience. Nice-to-haves • Financial analysis experience to interpret and evaluate financial data to identify trends and potential risks. • Experience using critical thinking skills to make quick decisions. • Experience identifying problems and solutions. • Experience consistently going beyond to exceed customer expectations. • Experience interpreting complex rules regulations that impact accounting financial business process.
