About the position The Policy Analyst (Energy) Trainee or Policy Analyst 1 (Energy) position at New York State Civil Service involves supporting the Efficiency, Equity, & Innovation (EE&I) Section within the Office of Markets and Innovation (OMI). The role focuses on the modernization and decarbonization of New York's energy system and utility industries, requiring analytical skills to develop and assess energy policies. Responsibilities • Identify factors relevant to the development of energy policies. • Collect relevant data on critical factors affecting energy policy. • Develop policy alternatives and summarize their strengths and weaknesses. • Assist in drafting, editing, and developing proposals for new policy initiatives. • Reassess existing policies, including Public Service Commission Orders. • Review and summarize written comments from stakeholders in Commission proceedings. • Engage with stakeholders to identify and analyze energy policy issues. Requirements • Bachelor's degree or higher for Policy Analyst (Energy) Trainee 1. • Bachelor's degree and one year of experience for Policy Analyst (Energy) Trainee 2. • Bachelor's degree and two years of experience for Policy Analyst 1 (Energy). • Experience in review, analysis, development, or implementation of energy-related programs or policies. • Strong attention to detail and excellent written and oral communication skills. Nice-to-haves • Background in energy and/or environmental policy. • Familiarity with climate change and environmental justice. • Knowledge of environmental science and related laws or standards. • Experience in economics, finance, accounting, or engineering. • Skills in data science, sustainability, or environmental planning. • Experience in quantitative and/or statistical data analysis.
