Senior- or Associate-Level Planner / Stakeholder Engagement Specialist

Overview / Responsibilities Wood Environment & Infrastructure Solutions is seeking a Senior- or Associate-Level Planner / Stakeholder Engagement Specialist in a lead role for FEMA Risk MAP under the Production and Technical Services (PTS) contract. This is a remote work position with moderate travel required for in-person meetings during non-pandemic situations. Key Responsibilities: • Guide and empower interdisciplinary FEMA project teams on a wide range of stakeholder engagement activities throughout the full study lifecycle and in accordance with FEMA's Guidance for Stakeholder Engagement document series. • Interface with FEMA RMD, CERC, other PTS providers, and internal team members to assist the development and dissemination of best practices and value-added stakeholder engagement and outreach materials: • Synthesize the best content from existing templates and customized meeting materials, with further refinement where applicable. • Assemble and maintain a communications library/playbook for various project touchpoints beyond formalized FEMA deliveries (such as 'Off the shelf' emails that can be repurposed to deliver clear and comprehensive messaging that is applicable to the project stage). • Provide guidance and review/audit for compiled correspondence archive. • Facilitate and host community meetings (both in-person and virtual formats) in collaboration with FEMA, state partners, and project team members: • Perform advance coordination to determine schedule and logistics. • Identify and invite community participants (primary and secondary). • Develop / refine meeting materials. • Ensure compliance with ADA and Section 508. • Conduct follow-up activities including distribution of materials, capture of Outreach Event details/files in FEMA's Mapping Information Platform (MIP), and tracking of pending/completed actions items. • Advise/support community representatives with their own related outreach activities. • Support trainings and conferences, where we will curate and develop experiences that incorporate interactive and practical application of technical topics -- optimized for learning retention, partner engagement, and relationship development. Trainings and conference experiences will be tailored for both delivery method (in person, virtual, or hybrid) and regional preference. • Perform a leading role within a larger internal group of planners and stakeholder engagement specialists to fulfill the missions of the PTS-CERC Program and Regional Production Teams. • Build/refine cost modeling associated with outreach activities. • Perform both earned value tracking and workload forecasting. • Build, supervise, and mentor a team of junior- and mid-level staff. Skills / Qualifications Required: • Four-year degree or higher in Planning, Engineering, GIS, Public Policy, Emergency Management, or related discipline. • +10 years of related professional experience. • Professional certification - American Institute of Certified Planners (AICP), Certified Floodplain Manager (CFM), or similar. • Fluency with FEMA Risk MAP and National Flood Insurance Program (NFIP). • Experience in hazard resiliency, climate change and floodplain management. • Knowledge of hazard mitigation actions that reduce flood risk in communities. • Experience building and sustaining partnerships. • Experience with meeting planning and public presentation. • Exceptional written and verbal communication skills. • Resourceful and self-motivated. Preferred: • Experience with ESRI ArcGIS software. • Experience with municipal government structures and processes. • Familiarity with FEMA's organizational and contractual structures. • Familiarity with Risk Rating 2.0 • Experience with FEMA's Community Rating System (CRS) and/or Hazard Mitigation Assistance (HMA) program.
